Modulars have wood framing pre-fabbed in a facility, then shipped and braced together on the jobsite.
Two types of modulars: "on frame" & "off frame". On Frame is when the house is set on a transportation chassis and set on the land – typically will not increase in value. Off Frame has a standard crawl base or basement that it is set on – will generally increase in value.
Manufactured is more like a kit that comes ready to assemble
Modular is one that’s already built and you just have to set it up- in the old days they were called trailers- today there are some really nice ones that you wouldn’t know were ever hauled in by a truck. Good luck & God bless.
I read the other answers before I decided to answer, I live in a manufactured or modular home in Ohio and there is no difference, they are both brought to the site and put together, at least that’s how it is done in Ohio.
A trailer is something you can pull on the roads and you can not pull a man. home on the roads unless you want to take them apart.
There is some cross-over in the terms but primarily:
A manufactured home will be assembled in pieces off-site. All the pieces (walls, trusses etc…) will be assembles together at the site.
A modular home is a home that has entire sections, such as wings, or rooms brought to a site and arranged there. Primarily with trailer type assemblies.
Manufacture Home: A structure transportable in one or more sections which,in the traveling mode,is 8 body feet
or more in width or 40 body feet or more on in length or,
when erected on site,is 320 or more sg.ft.,and which is built on a permanent chassis and designed to be used as
a dwelling with or without a permanent foundation when connected to the required utilities, and includes the plumbing,heating,air-conditioning and electrical systems
\contained therein; except that such term shall include any structure which meets all the requirements of the par-
agraph except the size requirements and with respect to
which the manufacturer voluntarily file a certification
required by the secretary(HUD) and complies with the
standards established under this title.
For mobile homes built prior to June 15,1976, a label
certifying compliance to the Standard for Mobile Homes,NFPA 501, ANSI 199.1, in effect at the time of
manufacture is required.For this purpose a mobile home
shall be considered a manufactured home.

Modular homes are built in pieces in a factory or indoors and put together in-site. Manufactured homes are usually refered to as mobile homes.

a manufactured home does not sit on a foundation and is built in a factory. a modular home sits on a foundation and is mad in a factory

The code does not recognize "modular".
