I am in NY and the valve is basically underground. The pipes then come above ground and go to my mobile home. It is the only shut off under my home and it is leaking and actually under water. I believe it is the parks responsibility to fix it since it is underground, but would like any info anyone may have. Thanks in advance for the help.
