Just call your town office, sometimes it’s called the town clerk, and ask how you get a building permit. They will point you to the right person. Make sure you ask that person if there are any other departments you need to check with before building, such as land use, environmental, soil testing, zoning department, planning board, utilitiy companies to mark out danger sites for digging, and also make sure you are using an up to date survey so you don’t encroach on anyone else’s property by accident. If you are having a contractor do it, and they say "don’t worry about it, I’ll take care of it" worry about it and take care of it yourself, because that usually means they are not going to do anything. Make sure your contractor is properly licensed and insured.
