That answer would be completely different for every county in America. First you would need to research the zoning classification to determine if it is allowed as a matter of right. If it is you would have to have a full survey of the land and proposed mobile home park, than submit your request and plans to your local planning authority. It will cost you.

Re think it!! Do the neighbors around the area know what you want to do with the land? I would hate that close to me!!!

the planning commission would be the party that allows this. often times, the planning commission holds public meetings and if anyone eobjects you can’t proceed.also it would have to comply with zoning laws, etc.
