buy some spray shellac spray two light coats on the stain prime paint

is it a painted ceiling use kilz to prime coat then paint with color of choice

Not shellac. Use kilz, definitely. Like Steve said.

The guys are on the right track. You need to apply a pigmented primer sealer to kill the stain before painting. Otherwise, the stain will bleed through the finish paint. Kilz is a brand that most people know, but there are others that cost less that are fine. Any paint store can help you out, or the paint department in a home improvement store. Ask for a pigmented, primer/sealer. Just be careful applying it since it’s very difficult to remove if you get it on something.
