The note from the previous owner is meaningless, as they are not the lienholder. The only way to get a release is to obtain it from the previous owner. If you have all of your payment copies and you can prove that you satisfied the note, you should probably seek the advice of an attorney. They should be able to direct you from there . If you paid cash , sorry , you out of luck .
