A city or town has a right to have building permits and building codes. Many think manufactured home look like trailers and bring down property values so they don’t want them.

You’re correct to check the zoning laws, community deed restrictions and other applicable ordinances for where you’d like to place your manufactured home. Municipalities may not allow them for a variety of reasons.
I lived in an area which was hurricane prone. Manufactured homes weren’t allowed because they were physically weaker than other building structures, and tended to become shrapnel in windstorms.

Yes, a city or town can have restrictions on what types of homes can be in the city limits.
